Son funciones del Consejo administrativo: Formar semanalmente el Presupuesto de los gastos del personal y material, del cual enviará copia al Ministerio de Guerra; y Llevar el libro de actas de las reuniones que tengan con el objeto de examinar las cuentas de la semana anterior y hacer el presupuesto para los gastos en la siguiente:
