Art. 44. Autorízase a Gobierno para que pueda contratar el establecimiento de esas líneas telegráficas, á cuyo efecto se tendrá como incluida en el Presupuesto de Gastos de la República, en la actual vigencia, la cantidad necesaria para la ejecución de la obra.
