º El artículo 3º del Decreto 76 de 1994, quedará así: Artículo 3º De la asignación básica mensual que devengue el Vicecontralor grado 21, el cincuenta por ciento (50%) corresponde a gastos de representación. Además tendrá derecho a percibir una prima de alta gestión equivalente al treinta por ciento (30%) y una prima técnica equivalente al cincuenta por ciento (50%) de la asignación básica mensual. La prima técnica de que trata este artículo no constituye factor salarial para ningún efecto legal.
