Establézcase el presupuesto de gastos con cargo al Sistema General de Regalías durante el bienio del 1 o de enero de 2015 al 31 de diciembre de 2016, por la suma de diecisiete billones cuatrocientos setenta mil doscientos dos millones ochocientos veintidós mil veintiocho pesos moneda legal ($17.470.202.822.028).
