El Gobierno con una anticipación no menor de veinte días a la reunión de cada Congreso de la Economía, fijará los temas que a su juicio deban ser materia especial de estudio por parte del Congreso Agrícola, Industrial y Pecuario, además de los asuntos relacionados con la agricultura, las industrias, la ganadería y la minería que sean sometidos a la discusión del citado Congreso por parte de los delegados.
