El Instituto Colombiano de la Reforma Agraria, INCORA, podrá celebrar contratos de arrendamiento en terrenos reservados por la Nación, excluidos los parques nacionales, por períodos hasta de cincuenta (50) años para explotaciones forestales en las intendencias y comisarías. Tales plantaciones podrán recibir los estímulos contemplados en este Decreto, sin que las respectivas tierras salgan del dominio del Estado.
