Art 2.° El Poder Ejecutivo dictará los reglamentos que estime convenientes y prescribirá las pruebas que juzgue necesarias, con el fin de evitar que las fábricas de cigarrillos establecidas ó que se establezcan en el país, vendan la picadura de tabaco y el papel para cigarrillos en una forma distinta de la de éstos. También prescribirá la comprobación conveniente respecto de los pedidos hechos de los mencionados artículos antes de la promulgación de esta ley.
