Los premios y distinciones, con excepción de la felicitación verbal, serán otorgados por medio de disposiciones escritas en las cuales se consignarán el hecho o hechos que lo causan, las circunstancias del servicio que lo hagan digno de estímulo y la clase de premio otorgado. De todo premio o distinción que se conceda debe quedar constancia en el folio de vida.
