Las obras y empresas a que se refiere esta Ley podrán adelantarse y desarrollarse por conducto de la Nación, el Departamento y los Municipios, Juntas de Acción Comunal, Cooperativas, Caja de Crédito Agrario, Instituto Nacional de Fomento, Instituto de Aprovechamiento de Aguas y Fomento Eléctrico y sus filiales, Oapec, Caminos Vecinales y Distritos de Obras, Incora, Corporación de Turismo, Instituto de Crédito Territorial, y demás instituciones oficiales o semioficiales o privadas con personería jurídica.
