En el año en que deban verificarse elecciones populares, dirigirá el Poder Ejecutivo, con la debida anticipación, una circular a los empleados que deban intervenir en ellas, con el fin de recordarles el cumplimiento de los deberes que respectivamente les corresponden. Cada uno de los empleados a quienes la circular se dirija acusará recibo de ella, para que en ningún caso pueda alegar ignorancia u olvido si deja de cumplir los deberes que le corresponden.
