El Gobierno hará el nombramiento del personal de las Secciones de que trata el artículo anterior, a medida que las necesidades de la administración lo exijan, y queda autorizado para fijar los sueldos de esos empleados y para celebrar los contratos, respectivos con los técnicos, sin que para la validez de éstos sea necesaria ulterior aprobación del Congreso.
