La Nación solamente podrá otorgar su garantía a los créditos externos que se contraten para los proyectos de los Sistemas de Servicio Público Urbano de Transporte Masivo de Pasajeros, cuando se hayan pignorado a su favor rentas en cuantías suficientes que cubran el pago de la participación de las entidades territoriales.
