Concédese un beneficio extraordinario, consistente en la rebaja de la tercera parte de tiempo legal para la prescripción de la acción o de la pena, en su caso, a favor de los colombianos sindicados o que aparezcan responsables por delitos comunes cometidos antes de la fecha del centenario de la muerte del Libertador. Exceptuanse de esta disposición los sumariados o encausados por delitos atroces.
