Art. 1.º Legalízanse los créditos extraordinarios abiertos por el Gobierno al Presupuesto de Gastos de la vigencia económica de 1887 y 1888, por los decretos 708 de 19 de Noviembre y 800 de 30 de Diciembre de 1887, en esta forma:
