Artículo séptimo. Los paros y bloqueos en los servicios de navegación fluvial serán sancionados por la respectiva Intendencia o Inspección Fluvial, con las multas y suspensiones de que trata el presente Decreto. Por el Ministerio de Obras Públicas se reglamentará esta disposición, estableciéndose la forma y procedimientos que hayan de adoptarse al efecto.
