Personería jurídica y adscripción, programa para la consolidación de la intervención económica del Estado. En desarrollo de este Programa, dótese de personería jurídica, a la Superintendencia de Vigilancia y Seguridad Privada, a la Superintendencia de Industria y Comercio y a la Unidad Administrativa Especial Junta Central de Contadores y adscríbase esta última y el Consejo Técnico de la Contaduría Pública al que se refiere la Ley 43 de 1990, al Ministerio de Comercio, Industria y Turismo.
