° Para su funcionamiento el Grupo Asesor se dará su propio reglamento y plan de trabajo. Así mismo, el Gobierno Nacional podrá asignarle un presupuesto de gastos a través de las entidades del nivel nacional de la Administración Pública que se considere conveniente. La administración de este presupuesto sería realizada por el Centro de Investigaciones para el Desarrollo, CID, de la Universidad Nacional de Colombia, el cual también hará las veces de Secretaría Técnica del Grupo.
