Tanto el Director del Fondo como los miembros de la Junta Directiva que no asistan a la misma en calidad de empleados públicos, se posesionarán ante el Ministro de Obras Públicas y Transporte, los demás, empleados de la entidad lo harán ante el Director o funcionario competente de acuerdo con las normas vigentes sobre la materia.
