Los Gobernadores y el Alcalde del Distrito Especial de Bogotá, por autorización del Gobierno Nacional, mediante decretos que llevarán la firma de los respectivos secretarios de Gobierno, podrán ejercer las funciones de que tratan los artículos anteriores en relación con servicios públicos que se presten en el territorio de su jurisdicción.
