Autorizase al Municipio de La Palma para invertir el auxilio nacional de treinta mil pesos ($ 30.000) de que trata el artículo 5°, parágrafo 2° de la Ley 51 de 1944 , en la adquisición de una planta eléctrica, y el saldo en compra de los terrenos adyacentes a la plazuela del Rhin, de esa población, para la construcción de una plaza de mercado. Queda derogado el artículo 13 de la Ley 11 de 1947 .
