Art. 3.° Las esploraciones que se hagan por gobiernos estranjeros serán precedidas de un arreglo en que se determine el número de tropas que ha de apoyarlas, el tiempo por el cual han de estar éstas al servicio de la respectíva espedicion, el sueldo de los jefes, oficiales i tropa, los puertos en que hayan de estacionarse los buques de guerra i el tiempo hasta el cual pueda estenderse la estacion. Las concesiones que sobre cada uno de estos puntos haga el Poder Ejecutivo, podrán ser revocadas o modificadas por el Congreso, para cuyo efecto el Poder Ejecutivo le informará de lo que haga en este asunto.
