º. Facultase a la Corporación Nacional de Servicios Públicos, para contratar empréstitos internos y externos, con la aprobación del Gobierno. El Banco de la República podrá descontar y redescontar a las instituciones afiliadas, obligaciones hasta por diez millones de pesos ($10.000.000.00), a cargo de la Corporación Nacional de Servicios Públicos, sin que se afecte el cupo legal del Gobierno en dicho Banco.
