Los Departamentos que administren directamente la renta de licores y que con motivo de la lucha antialcohólica eleven los precios de estos, podrán establecer penas para el contrabando que les hagan de los Departamentos limítrofes en la cuantía necesaria para prevenir tal contrabando.
