Artículo cuarto. Los fondos serán girados por el Ministerio de Educación Nacional, por medio de relaciones de autorizaciones a los Administradores y Recaudadores Principales de Hacienda Nacional, quienes delegarán en las Recaudaciones de Hacienda los pagos que por tales oficinas deban efectuarse.
