Es el procedimiento que debe seguirse ante el inmediato superior, consistente en exponer de manera verbal o escrita asuntos del servicio o personales que afecten el mismo, con el propósito que les sean resueltos. En caso de que la respuesta sea negativa o desfavorable, se entenderá agotado y podrá acudir ante el inmediato superior de este.
