Excepcionalmente podrá el Comité de Prácticas Comerciales, por motivos de conveniencia nacional, autorizar al Incomex para adelantar oficiosamente una investigación, cuando se disponga de informaciones que permitan presumir la existencia de perjuicio o amenaza de perjuicio ocasionados a la producción colombiana por las importaciones a precio de dumping o con subvenciones.
