Sobre las apropiaciones para gastos pagaderos con fondos provenientes de empréstitos, el Contralor General solo podrá refrendar las certificaciones de reservas para obligaciones contractuales, cuando se encuentre asegurada la colocación de los respectivos empréstitos, y solo refrendará giros librados a cargo de tales apropiaciones hasta la concurrencia de los recursos disponibles.
