°. El Concejo Municipal de Valledupar podrá, de acuerdo con lo dispuesto en el Código Político y Municipal, vender o enajenar los terrenos de propiedad del Distrito en porciones hasta de mil (1.000) varas, o ceder tales terrenos para la construcción de habitación, ajustándose en todas las condiciones a lo dispuesto en el Código Político y Municipal, salvo en cuanto a la subasta o licitación publica que no es indispensable para este caso especial.

Los acuerdos respectivos que profiera el Concejo deberán ser revisados por el Gobernador de acuerdo con la ley.
