La Sección de Pavimentación, de que trata el artículo 11 de este Decreto, podrá someter a la aprobación del Ministerio de Obras Públicas, previo concepto favorable del Consejo Nacional de Vías de Comunicación, las modificaciones que estime conveniente introducir al plan trienal de pavimentación de que trata el artículo 3.° de este mismo Decreto, teniendo en cuenta los recursos de que disponga para realizarlo y otras circunstancias que puedan determinar cambios en el plan de trabajos. Comuníquese y publíquese.
