Los fondos educativos regionales, los servicios seccionales de salud y las universidades oficiales (nacionales, departamentales, distritales y municipales), que reciban aportes del Presupuesto Nacional, ejecutarán las partidas con estricta sujeción a las apropiaciones del Presupuesto Nacional y a sus presupuestos debidamente aprobados, los cuales ser n enviados antes del 31 de enero de 1989 a la Dirección General del Presupuesto.
