El Gobierno Nacional incluirá en el Presupuesto de la próxima vigencia las partidas asignadas en la presente Ley, quedando facultado igualmente para abrir los créditos y hacer los traslados, hacer o autorizar empréstitos y demás operaciones de orden fiscal y presupuestal que sean necesarios para el pago de las partidas a que se refieren los artículos 1o. y 5o. de esta Ley.
