A partir del primero de enero siguiente a la sanción de la presente Ley establécese un impuesto nacional sobre las propiedades inmuebles situadas dentro del territorio de que trata el artículo 3o. de esta Ley, equivalente al dos por mil sobre el monto de los avalúos catastrales.
