Artículo segundo . El pago de los gastos autorizados en el artículo anterior, se efectuará con cargo directamente al "Fondo Especial" de dicho Instituto de que trata el artículo segundo del Decreto número 1847 de 1956 y con sujeción a las normas determinadas por la Contraloría General de la República en desarrollo de lo dispuesto en el artículo cuarto del mismo Decreto.
