Ningún individuo o empresa particular podrá, sin autorización del Departamento de Inmigración, tomar a su cargo el desembarco de inmigrantes. La falta de cumplimiento de esta disposición será castigada con una multa que fijará prudencialmente el Ministerio de Obras Públicas.
