Artículo único. Autorízase á la Asamblea Departamental de Cundinamarca para que permita al Consejo Municipal de Bogotá la organización del sistema rentístico del Distrito en condiciones especiales. En consecuencia, concedido tal permiso, podrán imponerse dentro de los límites que éste señale, contribuciones que la ley no ha permitido establecer á los demás Distritos.
