Facúltase al Gobierno para que si lo estima conveniente invierta las sumas que se apropian en el Presupuesto de la actual vigencia para la construcción de las Cárceles de Vélez y Chiquinquirá en la compra a las respectivas Municipalidades de los edificios que sirven en ellos de Cárceles, en cuyo caso procederá el Gobierno a la reconstrucción directamente o por contrato.
