Presidencia, quórum y mayorías . La Junta Administradora será presidida por el Ministro de Comunicaciones o su delegado. Forman quórum para deliberar el Presidente de la Junta y dos de sus miembros. Las decisiones se adoptarán por mayoría simple. El representante de las empresas concesionarias de espacios de televisión no tendrá voz ni voto en las decisiones concernientes a tarifas cuya determinación esté a cargo de la Junta Administradora ni en los asuntos de que trata el literal j) del artículo 18, y no será considerado, para efectos de estas decisiones, en la determinación de la mayoría o del quórum.
