El petróleo que reciba la Nación por concepto de regalías, podrá venderlo el Gobierno sin sujeción a los trámites establecidos en las leyes fiscales, con la sola condición de que el precio de venta no sea inferior al que ofrezca el explotador que paga la regalía. Para la venta se oirá previamente el concepto del Consejo Nacional de Petróleos. Ninguna venta de las que se hicieren de acuerdo con esa autorización podrá comprender más petróleo del que obtenga el Estado en tres (3) años. Los contratos de venta que se extiendan a más de tres (3) años serán sometidos a la aprobación del Congreso. CAPITULO VII Impuesto sobre el Petróleo de Propiedad Privada
