Los jurados de votación no podrán, bajo ningún pretexto, abstenerse de elaborar y firmar los pliegos y las actas respectivas, pues de lo contrario incurrirán en las sanciones previstas en esta ley. Si tuvieren alguna observación que hacer, podrán consignarla con constancia en dichos pliegos o actas.
