Créanse quince (15) becas permanentes, una por cada Departamento, en la Universidad Nacional de Colombia, destinadas a hijos de trabajadores que carezcan de capacidad económica para cursar estudios universitarios, las que serán adjudicadas por el Consejo Directivo de la mencionada Universidad, mediante concurso que esta Institución deberá reglamentar. Estas becas se denominarán "Becas Jorge Eliécer Gaitán".
