ARTÍCULO NUEVO

El Congreso establecerá las rentas nacionales y fijará los gastos de la Administración. Encada Legislatura y estrictamente de acuerdo con las reglas de la ley respectiva, se expedirá el Presupuesto general de rentas y Ley de Apropiaciones. En el Presupuesto no podrá apropiarse partida alguna que no haya sido propuesta a la respectiva Comisión permanente, y que no corresponda a un gasto decretado por ley anterior o a un crédito judicialmente reconocido.
