De las sumas destinadas a los aportes nacionales, o de las provenientes del fondo rotatorio nacional, sólo podrán entregarse a los Departamentos, para crear o aumentar los fondos rotatorios que establezcan o tengan establecidos, cantidades inferiores, o cuando más iguales, al valor total de las que ya les correspondan por las construcciones cuyas solicitudes sobre aportes nacionales hayan sido aceptadas por la Nación.
