Art. 55. Cuando en algun puerto franco no exista el Administrador a que se refiere el parágrafo, del artículo 54, el buque que se dirija del mismo puerto para alguno habilitado, con morcaderías estranjeras, deberá proveerse en otro puerto donde aquel empleado exista, de las certificaciones a que se que se refiere tambien el mismo parágrafo.
