Artículo segundo . Los miembros del Consejo qué de conformidad con el artículo precedente de este Decreto, están facultades para designar delegado, deberán hacerlo por escrito, autorizándolo para decidir en tal forma que pueda comprometer a la entidad que representan en las decisiones que se acuerden.
