Artículo segundo. Los empresarios para suscribir contratos con el Ministerio Fomento deberán elevar solicitud ante el Ministerio, acreditar su calidad de industriales establecidos en el país y diligenciar los formularios que para tal efecto suministrará dicho Ministerio.
