Art. 4º. Durante el término de la licitación de que trata el artículo 2º de este decreto, se oirán propuestas para el establecimiento de la fábrica de naipes, y podrá contratarse este sin previa licitación, siempre que se presente una Compañía que ofrezca al Gobierno las garantías necesarias en cuanto al cumplimiento del contrato y a la perfección de los productos. En este caso contrato que se celebre se someterá á la aprobación del Cuerpo Legislativo.
