Art. 37. Todo individuo que se presente como licitador tiene el deber de acompañar á su propuesta una boleta de fianza, extendida en papel sellado de la clase correspondiente, y firmada ante testigos, en que un fiador abonado, á satisfacción de la Junta que preside los remates, se comprometa á responder de la quiebra que resulte al Departamento, en caso de que, no pueda satisfacer su importe, ó no prestare la seguridad correspondiente, cuando se hayan estipulado plazos para el pago.
