La persona que quiera obtener en adjudicación un globo de terrenos baldíos, debe dirigir una solicitud al Gobernador, o al Intendente, o al Comisario respectivo, en que exprese las circunstancias indicadas en el artículo 69 del Código Fiscal, o en el 1° de la Ley 71 de 1917 , según el caso. El Comisario respectivo procederá en tales diligencias como lo establecen el Código citado y la Ley 71 de 1917 , para los Gobernadores e Intendentes.
