Las funciones públicas a que se refieren, entre otros, los artículos 13, 25, 42, 43, 44, 45, 46, 47, 48, 49, 50, 51, 52, 54, 61, 64, 67, 68, 69, 70, 79, 366 y 368 de la Constitución Política, podrán realizarse directamente por los órganos del Estado o a través de contratos por organizaciones o entidades no gubernamentales de reconocida idoneidad (Ley 179 de 1994, arts. 37, 55, inciso 3º).
