Declárase de utilidad pública la construcción del oleoducto de que trata esta Ley, y para tal efecto el Gobierno podrá utilizar la zona de la carretera nacional no ocupada por la banca que sigue la vía señalada en el artículo anterior, o cualquiera otra que beneficie el mayor número de habitantes y las necesidades del Ferrocarril Troncal de Occidente.
